I think this article will explain those numbers: https://en.wikipedia.org/wiki/SAE_steel_grades

To "translate" them to European standards I would get the composition for them and then hunt for the European grade closest to it.  As composition actually is a range rather than a single value there can be overlaps.

Not a knifemaking steel per se, but in a video posted earlier today, Brent Bailey gives the contact information for a supplier on the east coast who is selling foot-long pieces of Atlantic 33 hot-work tool steel.
