I tried to send a reply message on the chains subject when we were going on. I was fire chief in a very rural VT dept. we had only one road paved road everything else was dirt/ice covered and up hill from the station. All trucks were 4 x 4 including 2300 gal attack tanker. They all set with chains on the frt. wheels all winter. Easier to drop chains if you don't need them than stop to put on. One mini pumper sets with all 4 chained up. Chains on front gives a bit of steering and braking help esp. when coming back empty.
Growing up in the late 50's and early 60's we usually put on or took off 15-20 sets of chains when it was storming cars or trucks. Some farm truck had chains on from Nov. to Apr.! Only took them off to fix them.
