US Dept of Commerce Forged Tools Recommendation

I've recently become aware of the publication you mentioned in your post of 2007 regarding the US Dept of Commerce, "Forged Tools Simplified Practice Recommendation".  

I have a need for this pub for a project and have spent a lot of time trying to find it on the internet.  

? Can you direct or suggest a link to find a copy of this publication?
