since this is the first time i have ever tried to blacksmith dose this look ok the way it is mounted or should i bolt it down. the anvil will not move at all on the stump

Looks great! If you find it is too loud, or moves too much still, slip a bolt through the chain legs on either side of the anvil base and tighten up the slack there. It is amazing how much a little clamping will quiet a loud anvil.
