first i use my scroll saw to split bone then i trace tang on one side w/pencil i then use my dremel w/a small end mill to remove material i usually have my holes drilled thru tang already so i then put the blade and the half of the antler in my drill press and drill thru the bone taking care to not let the tang slip around
once i have half my antler drilled i then put the other half on and use a rubber band to keep it together so i can drill the other side out leaving the tang in antler while drilling helps ensure that your holes line up
after doing these steps use rubbing alcohol to clean oils or dirt off tang and antler i use a 5 minute epoxy pretty liberally to help fill any voids in the cavity that was dremeled out and also to help bond scales to tang
lastly i insert my pins thru tang and lightly pein them
i use brass pins as they pein easily
take care to wipe all excess epoxy off as you go cuz the stuff makes a mess and leaves a shine on the bone
this is how i do it but there may be a better way, pretty new to all this myself but have had pretty good luck with the antler
hope this helps and good luck!

oh by the way i forgot to mention how important it is to LIGHTLY pein pins as i cracked the first two handles i attached
